城市社区体制改革的历程与困境分析——以上海为例

从上海城市社区体制改革的探索中,可以总结出两种思路:一种是行政放权和分权的思路,管理重心下移,赋权予街道；另一种是技术治理的思路,倡导开放共享、整合协同的理念,通过信息技术实现条块信息的共享、资源的整合.但是,城市社区体制改革面临着向上的瓶颈制约和原有的体制障碍.政府职能的转变、社会组织的培育、行政协同机制的完善、社会力量的整合,对于未来城市社区体制的完善来说都是至关重要的问题.

Analysis of China’s Urban Community Management System Reform:A Case Study of Shanghai

From Shanghai city community system reform,we can summarize two kinds of ideas: one is an administrative decentralization and empowering sub-district government;the other is a technical management idea,advocating the opening and sharing,integration of collaborative concept,through information technology to realize information sharing,resource integration.However,urban community system reform faces upward bottleneck and the original system obstacle.The transformation of government functions,civil society development,administrative coordination mechanism and social integration,are critical issues for the future community system reform.
