| 摘 要： | 本文以上海为例,说明大城市外来人口的福利压力、财政压力、社会治安压力、资源环境压力等等压力和负面效应其实都被人为地夸大了;外来常住人口本地化的过程其实有利于减少外来人口压力和负面效应,而不是加大;因外来人口本地化而增加的用工成本非常有限,而且,用工成本的增加也是非常必要和合理的.
