地方政府环境治理社区合作模式的中外比较分析

以社区为平台的社区内多元主体合作的环境治理模式已成为当前最行之有效的环境治理模式之一,目前国外基于社区合作的环境治理模式总体上呈现去行政化趋势强、多元主体参与程度高以及环境政策充分支持的特点,而国内基于该模式的环境治理实践则更多的呈现出能人治理导向、行政化导向和内部互动缺失趋势,通过比较分析两者在制度层面、多元主体参与和资源配置方面的差异,结合我国地方政府环境治理的具体情况,有针对性的提出了完善参与制度、加强非营利部门和志愿者的管理以及在政府主导下加大多元主体参与力度的管理意见。

A Comparison Analysis Based on Community Cooperation Method of Environmental Governance Between China and Foreign Countries

Abstracts： The environmental governance method based on community via cooperation of multiple subjects within community has now become one of the most effective methods of environmental governance. A comparison analysis based on this method between China and foreign countries is given and the differences of the two are mainly at institutional level, participation level and resource allocation level. The corresponding countermeasures are put forward to eliminate the differences causing the management problems in domestic practice based on community cooperation method of environmental governance.
