| 摘 要： | 城镇化最显著的特征是聚集性。通过产业集聚才能实现节约集约用地,土地节约集约利用迫使产业结构优化、升级,降低生产成本。而当前县域产业集聚区土地节约集约利用问题比较严重。针对这一问题,提出从激励约束、招商机制、科学规划和收益分配等角度来构建土地节约集约利用的长效机制。

| Abstract: | Aggregation is the most remarkable characteristic of urbanization. The cultural industry has a closed and mutual relation with economical and intensive land use. In actuality, the condition of land use is unoptimistic in county industry clusters. The article puts forward some ideas and proposals for establishing long-term mechanisms of land use, such as resources protection, business regional cooperation, scientific planning and land value-added income distribution. |
