中国农村扶贫资金使用效率实证分析

农村扶贫资金是农村贫困治理最重要的资源投入,其使用的效率关乎于农村贫困治理的关键。为了提高我国农村扶贫资金使用效率,通过选择中国农村扶贫资金来源和使用总量及资金来源和使用各7种形式,运用实证分析方法研究了对国定贫困县农业总产值、贫困农户人年均纯收入及农村贫困率的影响,基本结论是调整现有资金来源及使用方向,加大对农村扶贫资金投入对农村扶贫减贫工作具有积极作用。

Empirical Analysis on China＇s Rural Poverty Alleviation Fund Use Efficiency

The rural poverty alleviation fund is the most important investing resources; its using effi ciency is the key point related to the rural poor governance. In order to improve the using effi ciency of rural poverty alleviation fund, through selecting the total source and use of funds of China＇s rural poverty alleviation and their seven forms of source and use respectively, using empirical analysis method to research the effect on agricultural output, the average annual net income of poor farmers and the rural poverty rate of national poor counties, the paper concludes that adjusting the existing capital source and the using direction, increasing funding for poverty alleviation in rural areas has a positive effect on rural poverty reduction.
