管理有效性理论及其可测性研究

为消除组织间客观经济基础条件的差异对绩效评价结果的影响,对能真正反映管理好坏程度及主观有效努力程度对绩效贡献的二次相对评价模型及其可测性进行了研究,在此基础上提出了管理可能集的概念,结合数据包络分析模型(DEA),并通过总结当前管理理论存在的局限以及绩效评价的本质,建立了基于管理有效性理论的评估方法。同时,结合管理有效性理论的可测性分析,可真正做到对客观基础条件不同的评价单位都有激励作用,有利于寻找存在差距,深入挖掘经济行为低效的主观客观原因,调动人们提高经济效率与科技进步的积极性。从而有助于实现把一切工作转到以提高绩效水平为中心的轨道上来,形成一种适应时代需要的,并且有特色的管理模式。

Research of Management Efficiency Characters and its Measurements

In order to get rid of the influence of the basic economic condition difference on the performance evaluation,this paper analyzes the relative two-stage model and its measurement to show the management quality degree and performance contribution,and also proposes management possibility set by generating the restrictions of management theories and the performance evaluation,thus establishing management efficiency evaluation model.According to the management efficiency measurement,every decision-making unit can be encouraged to find out the inefficiency reasons and promote the economic efficiency and technical change.Therefore,improving efficiency will be concentrated and help to establish a new management mode to satisfy the demand of real development.
