中国民航行业政府主管部门转变职能研究

民航体制改革,初步建立了与社会主义市场经济相适应的新型民航管理体制,即“两级政府、三级管理”的体制。在新的体制格局下,民航行业政府主管部门不再代行企业的国有资产所有者职能,主要承担行业管理职能。在这种背景下,如何做到对企业、市场的有效监管、权威监管,是对民航政府行业管理的一个挑战。充分发挥政府的服务功能,有效行使政府的监管职责,保证生产安全、市场规范,成为民航体制改革后以及进一步深化改革中,民航政府职能转变的主要任务。

Research in Role Transition of China's Governmental Authorities in Charge of Civil Aviation

The reform in China's civil aviation industry has helped basically establish a new type civil aviation management system in accordance with socialist market economy two levels of governments and three-tier management.Under the new framework,China's civil aviation authorities no longer act as the owner of State-owned assets,but perform the task of industry management.It is a big challenge for China's civil aviation authorities to effectively oversee the market and enterprises' operations.The major task of China's civil aviation authorities should include full-fledged government service,effective overseeing of the industry,and guaranteeing production safety and market discipline.
