| 摘 要： | 在对建国以来我国农业保险发展历程进行阶段划分之后，系统总结了农业保险发展所给予的启示：政府干预和政策摇摆是导致农业保险发展波动性大的主要原因；农业保险发展规模同灾害程度的轻重无直接联系；政府缺位是1993--2003年农业保险萎缩的唯一原因；农业保险发展与否的根本不在于经营模式与经营方法有何不同，而是政策性农业保险能否付诸实施。最后，结合我国当前农业保险发展的新阶段，指出要加快发展农业保险，必须在农业保险商业性业务与政策性业务的拟舍、地方政府与中央政府的责任界定、农业保险制度中法律法规体系的完善等诸方面进行创新完善。 |
