关于国有经济主导地位的几点战略性思考

囿于对国有经济“主导地位”的传统认定,酿成了资源配置陷阱、“所有制歧视”、阻碍制度创新、影响企业家队伍成长和中小企业战略主导地位的确立等等弊端。科学的国有“主导”战略重组应为:在(1)公共物品(基础设施)、(2)垄断行业(军工、专卖等)、(3)高科技产业、(4)竞争性领域四大类划分中,重点为退(4)进(3)。这样的资产重组与制度创新,对于科学认定“国有主导”的本质、正确设计国有经济进退思路、促进高科技产业的发展、破除“所有制歧视”等都是极为有利的。

Strategic reflection on re-identifying the dominant position of enterprise economy

The traditional identification that state-owned economy was at the dominant position has led to malpractice, such as unreasonable resource collocation, ownership discrimination, hindering of the policy reform, unfavorable effect on development of the entrepreneurs team and on establishment of the dominant position of middle and small sized enterprises. The scientific and strategic reorganization of state-owned enterprises should include: first, public articles (basic constructions), second, monopolized industries (military industry, monopoly of sale), third, high-tech industries, and fourth, competitive industries. Here high tech industries should be encouraged while competitive industries discouraged. This identification will be contributing to identifying scientifically the nature of "state-owned economy's dominant position", designing correctly the developing direction for the state economy, developing high tech industries, reforming policy in state-owned enterprises, transforming systems in companies which have entered the market, reducing organizations, abolishing the ownership discrimination, etc.
