农村税费改革与农村公共产品供给体制的重构

长期以来 ,在我国“二元经济结构”下 ,农村与城市之间实行两套不同的公共产品供给体制 ,造成农村公共产品历史性欠账较多 ,供给严重不足。农村税费改革在一定程度上恶化基层政府的财政状况 ,势必会进一步影响农村公共产品供给的数量和结构优化 ,严重制约着农业产业化的发展和农民增收目标的实现。加快中国城市化进程 ,促进城乡一体化发展的战略方针既定 ,重新构建农村公共产品供给机制具有特别重要的现实意义

REFORM OF RURAL TAXES AND SUPPLY MECHANISM OF RURAL PUBLIC PRODUCTS

China has carried on two different kinds of supply mechanism in cities and the countryside for so long.Peasnats arrange for the system of public products by themselves so as to cause the lack of supply of public products and block the rural economical development.The reform of rural taxes is carried on in the present system of finance.While lessening the load of peasants,it has made the financial difficulty of local governments,so the supply of public products is difficult to meet the needs of rural economical development and the rise of peasants life.Therefore,according to the present state in the countryside in China,creating a new supply mechanism of rural public products is benificial to the develepment of rural economy and the realization of the rual social aim.
