| 摘 要： | 西部大开发是对"物力资源"和"人力资源"的双重开发,"物力资源"和"人力资源"两者之间,人力资源是社会经济发展中起决定性作用的第一资源;西部地区人力资源知识能力极为匮乏的状态,是制约西部地区社会经济发展的关键性因素,西部大开发应实施人力资源开发为先导的策略。
