承接东部产业转移与河南产业结构调整研究

成本上升、市场低迷加之政策调整,促使东部制造业率先向中西部和东南亚地区转移。河南省近年来承接东部产业转移的规模逐年增大,工业增加值增速加快。在下一步产业承接中,应优先考虑农副产品加工业等劳动密集型产业,延伸农产品加工链条,促进传统农业改造;继续以六大优势产业为承接重点,夯实工业基础培育地区竞争力;加强与省外经济、国外经济的联系,促成与开放型经济相适应的产业结构。在承接过程中,当地政府应营造创新承接产业转移的环境和体制机制,以降低企业的转移成本;同时,另一主体——返乡创业农民工的作用也不容忽视。
