行政执法意识刍议

加强执法意识的重要性主要表现在三个方面:意识的作用力;意识的稳定性;意识的可塑性。当前行政执法人员的执法意识存在着几个问题:“公权”与“私权”不分;“责任”与“任务”不分;“监督”与“检查”不分。针对这几种现象,应更加强调的是:行政执法人员要树立廉洁执法的新形象;要保持公正执法的正确意识。

The ability`s improvement of the executive staff can carry out from many sides,but the important side is the improvement of the executive consciouness.Its important can be manifested through three sides:the effect of the consciousness,the stability of the consciousness,the molding of the consciousness.Now the executive conciousness of administrative staff have some contradictions:the confustion of the public power and the private power;the confustion of the responsibility and the task;the confustion of the supervision and the inspection.Because of the existence of these phenomena,we must emphasize some sides.Firstly,the executive staff of administrative laws should establish a honest and clean image.Secondly,they should have a impartial awareness.Thirdly,the executive leader should act as a model.
