成渝地区高等教育协同发展路径探索——基于整体性治理理论的视角

摘    要:成渝城市群与长三角城市群、京津冀城市群、粤港澳大湾区同属国家级城市群。国家对成渝地区发展的重新定位,赋予了成渝地区新的历史使命。成渝地区双城经济圈发展能否支撑起这一国家战略定位,成为成渝两地高等教育协同发展的逻辑起点。整体性治理旨在避免不同政策之间相互冲突和为服务对象提供无缝隙的公共服务,从而为分析成渝地区高等教育协同发展问题提供了一种理论视角。我国高等教育行政区管理模式将地方政府的高等教育权力及相应的责任限定在各自的行政辖区内部,造成现实中的成渝地区高等教育协同发展面临协作机制缺乏法律与组织保障以及稀缺高教资源竞争等多重梗阻。为消除这些梗阻,可探索建立跨区域合作组织,发挥其自上而下的等级式协调作用;制定区域经济社会一体化发展的地方性法规,为成渝两地高等教育协同发展提供法律保障;整合各类资源,建立物质资源、信息网络资源共享平台,提高高等教育资源的辐射效应;推进两地政府组织内部的文化变革,促进巴蜀文化交融,形成有利于促进两地高等教育协同发展的组织文化。

An Exploration of the Coordinated Development of Higher Education in Chengdu-Chongqing Area:From the Perspective of Holistic Governance Theory

Abstract:The four urban agglomerations,including the Chengdu-Chongqing urban agglomeration,the Yangtze River Delta urban agglomeration,the Beijing-Tianjin-Hebei urban agglomeration,and the Guangdong-Hong Kong-Macao Greater Bay Area,are the national-level urban agglomerations.China's repositioning of the Chengdu-Chongqing region has given it a new historical mission,and the development of the twist-city economic circle sustainably supports this country's strategic positioning and it becomes a logical starting point for the coordinated development of Chengdu-Chongqing higher education.Holistic governance aims to avoid mutual erosion between different policies and provides seamless public services for service targets,providing a theoretical perspective for analyzing the coordinated development of higher education in Chengdu-Chongqing area.The management model of China's higher education administrative region limits the higher education powers and corresponding responsibilities of local governments within their respective administrative jurisdictions.This has caused the actual collaborative development of higher education in Chengdu-Chongqing area to face a lack of legal and organizational guarantees in cooperation mechanisms,resulting in scarcity multiple obstacles like competition for higher education resources.In order to eliminate these obstructions,we can explore the establishment of cross-regional cooperation organizations to play a top-down hierarchical coordination role,which means to formulate local laws and regulations for the integrated development of regional economy and society to provide legal guarantee for the coordinated development of higher education in Chengdu-Chongqing area;integrate element resources,establish a sharing platform for material resources information network resources and improve the radiation effect of higher education resources;promote the cultural changes within the government organizations of the two places,promote the integration of blackboard-writing culture,and form an organizational culture that is conducive to higher education cooperation between the two local governments.
