农村五保供养变迁的制度嵌入性分析

运用新制度主义制度嵌入性的视角分析农村五保供养制度变迁的机理和过程后认为,制度环境是影响、促进五保供养制度运作与变迁的主导性变量。具体而言,中国农村基本的经济制度、政治与社会管理制度以及国家在农村社会救助、社会福利上的价值取向是五保供养制度所嵌入的最重要的制度环境,这一制度环境也是影响五保制度变迁的最关键变量。随着五保供养所嵌入的制度环境的不断变迁,五保供养制度也实现了从社区救助向国家救助的历史性转变。
