| 摘 要： | 自推行计划生育国策以来,城市人口与计划生育工作管理机制经过从"以条为主"到"以社区为主"的演变,已进入一个新的发展阶段。在简要分析产生演变的客观条件、历史背景的基础上,阐述了"以社区为主"的新管理机制含义、基本特征、基本职责和应理顺的内外工作关系。
