社区照顾：中国养老模式的新取向

社区照顾起源于20世纪50年代的英国,作为一种介于家庭照顾和机构照顾之间的新型养老模式,因其"专业化"和"人性化"的工作方法、组织形式及工作理念日益受到人们的关注.社区照顾可以分为正规照顾、非正规照顾,具有能够充分利用社区资源,有效降低养老成本,为老年人提供多层次服务等优势.我国社区照顾存在供给与需求的矛盾、福利性与盈利性的矛盾以及缺乏专业化社会工作人员等问题.为此建议,应强化社区照顾中的政府职能;培养专业化队伍;完善社区建设;推广社区照顾理念,以满足我国日益增长的养老需求.

Community Care:A New Way for China's Old-age Care and Support

Community care, originated in Britain in 1950s, and a promissing pattern of old-age support situated between family and institutional cares, is given increasingly concern because of its specializational and humanity-based working method, its organization form and service conception. The community care includes regular and irrgular ones, and it has the advantages of a full use of resources, decrease of the supporting cost, and the provision of various kinds of cares and so on. Problems in the present China's community care are the following: the supply can not meet the need, the contradiction between public welfare and profit earning, and the shortage of professional social workers. Accordingly the corresponding suggestions are put forward here on making relavant policies.
