| 摘 要： | 凭单制作为一种政府改革工具,已经成为政府提供公共服务的手段之一。分析了凭单制在老年社会福利机构建设中的优势,借鉴国内外凭单制实践经验,提出了构建老年社会福利机构凭单制模式的设想,包括凭单制参与主体之间的关系及凭单制运用原则,并对在养老机构中实现和推广凭单制提出了相关政策建议。

| Abstract: | Being an instrument for government reform,voucher system has been one of approaches for government to supply public services.This paper analyzes advantages of the voucher system in constructing social welfare institutions for seniors.It also comes up with a design for the construction of voucher-system-based model,including the relationship between the involved principal parts and the functional principle.And corresponding suggestions for the practice and development of the model are put forward. |
