建立城市社区计划生育工作新机制的探索——以青岛市为例

青岛市将城市计划生育工作“全面纳入社区”作为计划生育综合改革的重要内容 ,指导基层进行建立城市社区计划生育工作新机制的探索与实践 :理顺了社区居委会与街道办事处、计划生育职能部门及物业公司的关系 ;明确并指导社区居委会履行应承担的计划生育自治职责和协管职责 ;将计划生育管理、生殖保健和技术服务、宣传教育和创建新型生育文化以及对育龄群众的生产、生活服务等全面纳入社区 ,使城市计划生育工作出现了机制、体制、方法上的深刻变化

Explorations in Establishing the New Mechanism of City Community FP Work

In Qingdao, the city's FP work is being fully brought into communities, which is the key part of the FP integrated reform of the city. On the background, the grass roots are directed to probe into and practice the new working mechanism; the relationships between the community residents' committees and the sub district offices, the functional FP departments and real estate companies are harmonized; the FP autonomy and associating responsibilities undertaken by community residents' committees are defined and guided.
