社会组织参与基层社会治理的现实困境与路径选择

在社会治理体制创新的形势下,社会组织已成为基层社会治理不可或缺的力量,但在现实治理实践中,其功能发挥却面临诸多障碍。通过对北京市朝阳区麦子店街道的实地调查,从社会组织参与机制、参与结构、参与方式、参与领域、参与群体等方面,探究社会组织参与基层社会治理在政府层面、居民层面、自身层面遭遇的现实困境。提出社会组织需要通过政府、社区、居民转变理念,通过加强自身建设,完善参与机制,健全监督机制等一系列具体路径来实现有效参与基层社会治理。

The Realistic Predicament and Path Selection of Social Organizations Participating in Grass-roots Society Governance

Social organizations have become an indispensable power to grassroots social governance in the era of social governance system innovation, but the functional exertion is facing many obstacles in real governance practice. This paper through the field investigation of the Maizidian street in Chaoyang district of Beijing and from the situation of social organizations participation mechanism, participation structure, participation way, participation field, participation group and so on to explore the realistic dilemma of social organization's participation in grass-roots social governance at the governmental lev-el, the resident level and their own level. Then, putting forward a series of specific path to promote so-cial organizations to participate effectively in grass-roots social governance, including changing the i-dea of government, community and residents , strengthening the self-construction of social organiza-tions, improving participation mechanism and supervision mechanism.
