生产型出口企业知识产权管理的问题与对策——来自四川省的调查与实证分析

目前四川省生产型出口企业在知识产权管理上主要存在以下三个问题:知识产权能力尚处于低端,难以有效支持企业开展自主创新;知识产权管理未能整合到技术创新的全过程,企业面临着巨大的知识产权风险;中介机构服务层次较低,政府公共服务资源分散,企业知识产权保护成本高。鉴于此,企业需要加强自主知识产权能力建设,建立知识产权预警机制,善于组合各种知识产权工具;同时,需要整合政府公共资源,提升中介服务层次,降低企业维权成本。

Analysis on Problems and Countermeasures of Intellectual Property Right of Export-led Enterprises in Sichuan

This article adopted a questionnaire method.We observed that the main problems existing are:(1)the IPR capability is low and can hardly support independent innovation for the firms;(2)IPR management has not yet been integrated into the whole process of technological innovation,the enterprises are now under great IPR risks;(3)the agencies' services are in low level,the resources of public service in the government is scattered and the cost of IPR protection is high.Considering this,enterprises need to strengthen the capability building of independent IPR,and implement the transform from investment pulling to innovation driving;establish alarming mechanism of IPR,embed the management of IPR in the whole process of technological innovation and market exploration;be good at assembling different IPR tools,realize the value of IPR in maximum;integrate the resources of public service in the government,enhance the level of agency service,and lower enterprises' cost in IPR protection.
