城乡社会保障制度衔接与并轨研究--基于江苏省的分析

江苏省城乡社会保障制度衔接与并轨走在全国前列，苏南、苏中、苏北业已发展成独特的模式。以目前观之，受政策、需求、基金等因素影响，省内城乡社会保障衔接与并轨在管理模式、基金统筹、待遇给付方面尚存在一些问题。要以整合的管理部门、全责明晰的基金运作与灵活的保障项目等方式，加快推进城乡在社会保险、社会救助及其他福利方面的衔接，实现城乡社会保障制度的真正并轨。

Study on Urban and Rural Social Security System Convergence and Unification-Based on Analysis of Jiangsu Province

Jiangsu Province convergence of urban and rural social security system with the merger at the national forefront, southern, central and northern of Jiangsu has developed into a unique pattern. At present, affected by policy, demand, funds and other factors, there are some problems in the unification of the province converge in urban and rural social security management, fund co-ordination, and payments. To accelerate the urban and rural social insurance, social assistance and other welfare, integrated management, clear responsibility of fund, and flexible insurance project, should be taken to achieve the true merger for the urban and rural social security system.
