| 摘 要： | 构建服务型政府是适应时代发展的要求,服务型政府应该把为人民服务、让人民满意作为一切工作的出发点和落脚点。服务型政府应体现以人为本的行政理念,构建服务型政府的途径之一就是政府问责制的完善,然而现实存在的一些困难阻碍了政府问责制的有效推行。问责制的完善对于我国行政体制改革具有十分重要的意义。

| Abstract: | Constructing a service government is to adapt to the requirements of the times development.Service government should be a people-oriented government.Serving the people and making the people satisfied should be the starting point of all the work.One of the methods to build a service government is to improve the accountability system of government.However,there are some reality existence difficulties that prevent the effective implementation of the accountability system of government.The improvement of the accountability system plays an important role in the reform of administrative system in China. |
