| 摘 要： | 国际刑事法院的建立是国际刑法体系发展的一个重要里程碑。中国政府目前还没有批准《国际刑事法院罗马规约》,理由之一就在于对检察官自行调查权的质疑。本文对检察官自行调查权的特点进行了剖析,分析了质疑的理由,提出了适用原则。

| Abstract: | The establishment of ICC is a landmark for development of international criminal law system.Chinese government does not ratify Rome Statute on the ground of doubt for prosecutor's investigations proprio motu.The paper analyzes the characteristics of such investigations and researches the ground of doubt,thus researches a conclusion for principles of making the investigations. |
