财政扶贫资金效益评价模型的构造及其应用研究

财政扶贫资金通过集中对扶贫开发整村推进实施村的投入,促进贫困户的脱贫和收入的增加。为了对财政扶贫资金的投入、对贫困户的脱贫和增收所起的作用以及效益进行量化分析,本文利用 Cobb-Douglas 生产函数,通过财政扶贫资金的不同投向与贫困农民人均纯收入,建立起评价财政扶贫资金的效益模型,并以哈尔滨三批整村推进实施村的情况,应用建立的效益评价模型,对哈尔滨财政扶贫资金的效益进行了评价分析。

The Study on the Construction of the Model to Appraise the Efficiency of Financial Poverty Alleviation Capital and Its Application

The concentrated investment of financial poverty alleviation capital into the carrying out village of whole village development accelerates the well-to-do and increment of income.To analyze the effect of in- vestment of financial poverty alleviation capital to get the poor out of poverty and increase the income,also to carry out the quantitive analysis,on the basis of Cobb-Douglas production function,this paper builds the effi- ciency appraisal model of financial poverty alleviation capital with different investment throw and the poor's income.This paper builds the appraisal model of financial poverty alleviation capital in Harbin with regard to the three whole village development villages,and appraises its efficiency.
