| 摘 要： | 低碳型小城镇的建设是黑龙江垦区实现可持续发展的必由之路。低碳城市指标体系的实质是确定低碳城市的具体建设内容和评估准则。通过对低碳城市内涵的分析,以生态学、低碳经济学、科学发展观、系统学等理论为基础,提出了构建黑龙江垦区低碳城镇指标体系的原则与路线。基于＂驱动力—压力—状态—影响—响应＂模型的原理,从黑龙江垦区的经济、环境、社会三大体中筛选出低碳城镇评价指标,构建了黑龙江垦区低碳型小城镇建设与评价指标体系,为黑龙江垦区低碳城镇建设的研究由理论分析转向实践应用提供了保障。
