基于参数投影寻踪模型的黑龙江省农村小学经费效益分析

黑龙江省农村小学经费使用效益低下,文章以黑龙江等七个省份作为对比评价分析对象,以决定农村小学使用经费效益的六项指标的七个省2004年数据为分析依据,进行参数投影寻踪分析,挖掘其问题的主要原因是农村小学的学校规模变小和农村小学生的减少导致的小学教师相对过剩,进而提出扩大学校规模和裁减、淘汰教师冗员的解决方案.

The Profit Analysis of Rural Elementary School Funds in Heilongjiang Province with Project Pursuit Model

In response to existing realistic problems of use of funds of rural elementary school, the paper chooses seven provinces as contrastive evaluated analytical object, including Heilongjiang Province, Liaoning Province and so on. Six factors are used as estimated indexes which affect benefit of use of funds of rural elementary school. The paper deals with comprehensive analysis by coupled method of project pursuit model and genetic algorithms the coupled model can solve problem of traditional evaluation methods effectively which e-valuation index is endowed weight subjectively. The evaluation results are more practical because the model conquer human disturbance extensively during the comprehensive evaluation. The result of the model appraisal indicates that the primary reason for low profit of rural primary school funds is small scale of rural school and student numbers reduction. Another cause is that the elementary school teachers are relative surplus. According to the model appraisal result, the projects of expanding the school scale and reducing superfluous teachers are advanced, and they can offer reference for balanced development of the Heilongjiang Province rural primary education.
