中国产业升级路径中的资源环境约束——基于产业地位划分法的研究

能源供给紧张、能源消费不平衡、利用效率低以及能源消费造成的严重环境污染等一系列问题对我国产业的发展造成直接影响,使产业结构的矛盾凸现,然而目前研究资源环境约束对中国产业结构调整的影响还没有行之有效的方法,原因在于产业结构划分存在理论上的缺陷,导致产业和环保调控政策的着力点出现偏差。不同地位产业群对资源环境依赖强度的实证分析结果表明,在产业升级路径的方向中,资源环境状况呈优化趋势,但是在产业政策上还需对各产业群加强资源环境约束的引导。

Constraints in Environmental Resources During China's Industrial Upgrading——Research on Industrial Status Allocation Law

A series of problems of the tight energy supply,the unbalanced energy consumption,low efficiency and the environmental pollution caused by energy consumption have a direct impact on industrial development and highlight the contradiction between the industrial structures.Currently,there is no effective method of conducting research on the impact of the constraints of environmental resources to China＇s industrial upgrade.The reason is that deficiency in the theory of industrial structural classification results in a misalignment of control policies between industries and environmental control policies.The empirical results of the evaluation of the dependency of various levels of industry on environmental resources show that environmental resources tend to improve during industrial upgrading,but there are guidelines and restrictions needed for industries when dealing with environmental resources.
