In the process of law construction, the delicate designing of the legal system has been over emphasized with the forging and cultivation of the legal belief of the public ignored. The rational and perfect legal system is the essential element in the construction of ruling by law not to be neglected even for a moment;however,the status of the legal belief should not be overlooked,since it is the psychic fundamentals and spiritual connotation of law construction.Without it,the ruling by law will fail to have a firm support.
