绿色发展视域下的工程伦理构建

经过了日本大地震引起福岛核危机后,人们对于工程的安全性和生态性的反思又一次被推上了风口浪尖。绿色发展模式已经成为人类步入生态文明所应当选择的道路,如何在绿色发展的视角下审视工程领域的问题,如何构建适合绿色发展的工程伦理,对于人类的最重要实践——工程实践的走向有着决定性的意义。论文就从绿色发展视角出发,通过技术范式的转化和工程价值取向的重构,来解析绿色发展下的工程伦理的构建问题。文章分为三个部分,第一部分分析了当今世界工程建设的绿色化趋势,先是指出了传统工程建筑的高碳性和现代大型工程中的工业化和对自然环境及人类的威胁,然后论述了绿色化已经成为现代工程建筑的发展趋向。第二部分分析了技术范式转换影响工程伦理的演进。这一部分从阐述工程伦理与工程入手,论述了工程伦理在工程实践发展中起到的价值导向作用,然后又分析了现代技术范式转型下的工程,通过对传统的工业文明下的技术范式的反思和生态文明技术范式的转换,阐述当前技术范式转换对工程实践的影响,最后提出了工程伦理的低碳化。第三部分呼唤重建绿色的新工程伦理,当前,可持续发展已经成为世界性的主题,绿色工程成为主流。它要求在满足当代人需要的同时不对后代人满足其需要的能力构成危害。所以陈旧的工程观必然被新的工程理念所取代,要求我们要重塑工程伦理,遵循资源节约、环境友好及社会和谐的准则,保持人与自然、人与社会的协调发展。要构建以人为本的核心价值观;创新系统化的思维模式;形成生态化的政策环境;大众化的工程伦理教育。

Redistribution of Engineering Ethics in the Green Development View

After the nuclear crisis caused by the big earthquake in Japan,there has been a wave of thoughts over the engineering safety and ecology.The green development is the best way for people to contribute to the ecological civilization.How to redistribute the engineering ethics in the green development view is an important issue with decisive significance to the direction of the engineering project,the most import human experience.This article,in the view of green development,offers an interpretation of the reconstruction of engineering ethics of the green development through the restructuring of transfer of technological paradigms and the orientation of engineering values.It is divided into three parts.The first part analyzes the tendency of the green development in the modern engineering construction,pointing out the high-carbon features of traditional architecture and the threat of modern industrialization of heavy projects upon natural environment and human life.Then the second part makes a deep analysis on the effects of the transformation of technological paradigms upon engineering ethics with discussions of the value orientation of engineering ethics in the practical development process and analyses of engineering under the influence of the transformation of modern technological paradigm.With reflections on the technological paradigms in the context of traditional industrial civilization and the transformation of modern ecology engineering,it is proposed that low carbonization is an imperative for engineering ethics.Part three calls for a construction of a new engineering ethics as the green engineering has become the main stream with the issue of sustainable development coming into the foreground.This cosmopolitan theme asks for the satisfaction of the contemporary age but in the meantime,not to bring harm to the next generations.So it is necessary to remold engineering ethics to follow the principle of economy of natural resources,friendliness of ecological environment and social harmony so as to keep the harmonious development between human and nature,human and society.It is imperative to construct the people-oriented core value system,to initiate the thinking mode of systematic creation,to formulate ecological policies and advocate the popularization of engineering ethical education.
