| 摘 要： | 发展循环经济是一项复杂的社会系统工程,必须在三个层次上使之统一和协调:认识层次上要充分把握发展循环经济的重要性、紧迫性与机遇性;行动层次上要处理好发展循环经济的被动性与主动性的关系,实践层次上要有针对性地解决面临的具体问题。
