| 摘 要： | 程序在本体上是一种控权机制,程序控权是一种相对独立的权力制约模式.现代积极行政的发展,要求确立"服务本位"的理念,服务型政府的建设必然离不开行政程序的规范和调整.<湖南省行政程序规定>填补了我国行政程序统一立法的空白,对我国的行政程序立法具有开创和借鉴意义.本文从总体上着重论述<规定>的意义、立法目的、主要内容和基本原则;并具体介绍了<规定>中的重大行政决策程序、规范性文件登记制度、时限制度、行政听证制度以及存在的缺陷.
