| 摘 要： | 我国广大农村的人力资源较为丰富而人才资源较为匮乏,这是抑制农村地区其他类型资源利用以及当地经济社会发展的深层次原因。当前,在统筹城乡发展、工业反哺农业的过程中不应过多地夸大资金、项目、基础设施、公共服务等要素对农村地区发展的作用,而各级政府应积极引导和鼓励更多的优秀人才资源向农村流动和配置,其中领导人才资源更应该先行。

| Abstract: | Although the large rural area of China is rich in human resources,it is in shortage of talent resources,which constructs the underlying obstacles in application of other resources in rural area and the development of local economy and society.Currently,in the process of balancing urban and rural development and industry nurturing agriculture,the effects of investments,projects,infrastructure and public services to the development of rural area should not be over exaggerated.And all levels of government should actively guide and encourage the flow and distribution of more excellent staff resources toward rural area,especially the leadership resources should take precedence. |
