人才开发、权利保障与反贫困——基于贵州集中连片特困民族县的经验分析

Since the opening and reforming policies, the poverty issue of Guizhou Province has always been in concern because of the scale in area, depth of poverty and its huge population. There are 36 Exceptional Poverty--stricken Ethnic Minority Counties in Concentrated Contiguous Regions and National Key Poverty Relief Development Counties. Therefore it is necessary to continually perfect the human resources development policies and construct legal rights protections mechanism in the ethnic minority areas.
