政府间公共服务事权配置的国际比较及对我国的启示

20世纪六七十年代以来,世界各国政府之间事权配置出现了政府承担的公共服务事权内容扩大、公共服务事权改革分权化与集权化并存、社会性公共服务比重增加以及公共服务事权交叉问题仍然存在等特点。从建立公共服务体制的需求出发,需要在总结、梳理和借鉴国际上政府间公共服务事权配置规律以及经验和教训的基础上,结合我国的实际情况,重新界定可操作的中央与地方的公共服务事权范围,加快建立相应的公共财政体制,明显提高社会性公共服务支出占财政支出的比重,同时建立规范的转移支付制度,促进地区间公共服务的基本均等化。
