摘    要:国内学界对政府绩效评估适用性的研究存在着认识偏差。作为政府评价的一种形式,绩效评估难以覆盖政府职能的所有领域,它主要适用于对政府执行公共项目的结果进行测量和评价。政府绩效评估无法制定普适性的综合指标体系,它只能根据公共项目的具体内容,有针对性地建立可量化、可测量的评估指标和科学的评估机制。从价值导向看,政府绩效评估可分为两种模式,即内部控制模式和外部责任模式。由于行政系统和公众分别具有不同的价值偏好和绩效标准,任何单一的绩效评估模式都有其局限性。构建复合型绩效评估模式,可以兼顾内部效率和公众满意度,实现政府执行力与公信力的统一。

Abstract:At present,there are some misunderstandings in the study of the application of government performance measurement.As a form of government assessment,performance measurement,which is mainly applied to evaluate the result of public programs implemented by government,cannot cover all fields of governmental functions and accountabilities.Moreover,it is unrealistic for government to develop a universal system of performance measurement that can be applied to all public sectors.According to the specific contents of public programs,performance measurement requires to establish specifically quantifiable,measurable indicators,and to develop scientific mechanism for evaluation.From the value-orientation perspective,there exist two modes of government performance measurement,one is internal control,and the other is external responsibility.Both have obvious limitations since administrative system and populace has different value bias and performance criteria for public service programs.The composite mode which combines internal control and external responsibility is desirable and can improve the execution,outcome,and public satisfaction.
