社会学视野中的社会建设与社会管理

社会建设和社会管理有广义和狭义两种含义,这两种含义是不能截然分开的,二者之间有着紧密的联系。社会建设和社会管理的结构性前提是社会三大部门(政府组织、营利组织和社会组织)的构成状况及其相互关系;理念性前提是马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想和科学发展观的指导,以及包括社会学在内的哲学社会科学所阐明的关于社会运行和发展的一些深层理念,如以人为本的理念,共赢互利的理念,增促社会进步,减缩社会代价的理念,现代治理和善治的理念等。社会建设和社会管理涉及结构和功能两方面的调整。发展民间组织是社会建设和社会管理的应有之义,建构协调社会利益关系的长效机制是社会建设和社会管理的重中之重,必须大力推进社会建设和社会管理的创新。

Sociological Perspectives on Social Construction and Social Management

This article analyses the broad and narrow sense of social construction and social management and their interrelation.The constitution and interrelation of three main social sectors(government organization,profit organization and social organization) are the structural prerequisites for social structure and social management.And two ideological prerequisites are presented: one is the guidance of Marxism-Leninism,Mao Zedong Thought,Deng Xiaoping Theories,the important thought of Three Represents and Scientific Development Concept;the others are some deep ideas on social operation and development of philosophy and social science including sociology,such as the people-oriented idea,the win-win idea,the idea of promoting social progress and reducing social costs,the idea of modern governance and good governance etc..The structural and functional adjustments are related to social construction and social management,the development of non-government organizations is required and building long-term effective mechanism coordinating social relationships between different interest groups is of utmost importance.It is necessary to facilitate innovations of social construction and social management.
