| 摘 要： | 紧急状态法为我国立法空白。借鉴国际上紧急状态立法形式,阐述我国紧急状态法制定的必要性、可行性及立法选择,探讨紧急状态法的基本原则、紧急状态指挥机构、紧急状态预防、紧急状态信息通告与发布制度、紧急状态程序的启动、紧急状态应对预案、紧急状态的应对措施等问题。
