中国公共服务改革:理念与战略重点

公共服务直接包含着政府与市场、政府与社会、政府与公民的关系,公共服务改革可以作为政府管理体制进一步创新的突破口,通过探寻和建立较为合理的政府行为模式,提供更好的公共产品和公共服务,从而保障社会和经济协调发展。中国城市化进程加速发展,经济社会协调发展战略目标的制定等等都要求进一步深化我国的公共服务改革。公共服务改革的总体思路应当以效率为基础,以公正为目标,建立合理的公共财政框架,保障效率基础之上的公正。公共服务改革要优先处理好两个战略层面的关系,即改革与竞争的关系、改革与监管的关系。这两大问题解决得如何,直接影响到公共服务改革的成效。

Public Service Reform in China: Ideas and Strategic Challenge

Public service involves the relationship between government and market, government and society as well as government and citizen, so it could be regarded as a breakthrough to further government reform. By establishing more reasonable government operational model, providing public service more efficiently with better quality, the achievement of the ordinate development between economy and society would be ensured. Fast development of urbanization makes a great demand for the quantity and quality of public service, and other factors providing great opportunity to further public service reform in China. The reform of public service should follow two principles: first, introducing different kinds of public service subject to achieve efficiency and cut down cost based on competition, establishing multi-center governance in the long run; second, both the central and local government should take responsibility to fulfill its function with reasonable public finance framework with the object of equity. There are two strategic points to be cautiously dealt with, namely, how to ensure effective competition and effective regulation.
