绿色GDP的认识误区及其辨析

伴随发展观的进步,对传统常用的经济指标GDP进行"绿化",计算"绿色GDP"的呼声日见响亮。但是,关于"绿色GDP"及其应用的认识,目前还存在着误区。绿色GDP在核算技术上还存在障碍,尚难以像GDP那样进行经常、稳定的统计;以环境因素对传统经济指标进行调整,并非只是计算绿色GDP,可持续收入、真实储蓄和真实投资等都属于这样的调整总量。因此,不应该将环境经济核算简化为"绿色GDP"的核算,而是需要积极推进不同层次、不同领域的环境经济核算,为管理和决策提供全面、具体的数据信息,这才是当前的努力方向。

The Misunderstanding and the Analysis of Green GDP

With the change of development view, more and more people suggest that the traditional economic indicator "GDP" should be replaced by "green GDP". However, the concept and application of "green GDP" are seriously misunderstood at present. First, there are still many technical difficulties to account "green GDP", so we cannot account it as frequently and stably as we do in GDP. Secondly, when we adjust the traditional economic indicators, we do not calculate "green GDP" only, but also sustainable income, real savings and real investments. Therefore, we should not simplify the environmentally economic accounting to accounting of "green GDP". What we should do now is to carry out the environmentally economic accounting at different levels and in different areas so as to provide complete and detail information for management and decision.
