Public Administration and Public Management: Concept Differentiating and Discipline Defining

Debates over the connotation of public management and its relations with public administration can not be clarified without differentiating the origins and evolution of the two terminology, namely management and administration. Only by analyzing and integrating the relations among public management, public administration and the new public management can we tentatively set up a basic framework of modern public management. Modern public management differs from any previous research approaches and its management subject is greatly expanded, with problem orientation, client orientation, result orientation as its basic value orientations, and with public interests as its most essential contents.
