Electronic government is a notion of innovating the rule and service of the government by using information technology. It is in essence a virtue government that offers convenient, quick and high public services for the citizens. The value of this idea lies in its potential of raising the government's capacity of response, policy making and working efficiency. It also seems to be a promise of realizing an open and responsible government with a final goal of improving the competitive competence of the state. Therefore developing electronic government is becoming a new tendency in reconstruction of the government in the world. The prerequisite of such government is open information, electronic working procedure, innovation of services and combination of information technology with reengineering government.
