多中心治理视角下保障房供给机制研究

保障房建设必须突破政府单一主体的传统供给模式。多中心治理作为一种强调多元主体协同共治的善治理论,对保障房供给机制的改革完善具有较强的启发意义。目前中国保障房供给总量不足,覆盖面离承诺目标尚远,且在建设管理过程中存在着低效、低质等现实问题。构建多中心的保障房供给机制能够有效解决由传统的单一供给机制产生的各种问题。在这场变革中,政府应主动转变职能,分散权力,将多元主体纳入保障房供给中,让属于市场与社会的各部门自主发挥作用,形成政府、市场与社会相互信任、制约与合作的三维供给体系。必须调动市场和社会组织等多方力量,构建多元主体协作互动的三维治理架构。这样,不仅有助于完成住房基本保障的政治任务,同时又可以进一步推动公共治理机制的健全与完善。

Research on Mechanism for Supplying Indemnificatory Houses from the Perspective of Polycentric Governance

Construction of indemnificatory houses requires that the traditional mode of providing houses solely by government should be changed. Polycentric governance which highlights the idea of governing by multiple parties is highly useful for refor- ming and improving indemnificatory house supply system. Nowadays, however, the supply of such houses in China is insuffi- cient, and the goal of providing such houses for those in need is far from being achieved. There are some problems with build- ing and managing such houses, for example, low efficiency and quality. Building a polycentrie governance mechanism for sup- plying indemnificatory houses can solve those problems. In the course of such reforms, governments should change their func- tions, decentralize, and introduce polycentric governance to this area, and departments that belong to market and society should play their own roles. Concerted and cooperative efforts amongst government, market and society should be made in an effort to develop a trustworthy three dimensional supply system. Thus, it is useful not only for the completion of basic needs of indemnificatory houses, but also for improving public managing mechanism. China should construct a three - dimensional governance framework of multi-subjects cooperation and interaction. This not only helps to complete the political task of affordable housing, but also can sound and perfect the public governance mecha- nism.
