循环经济与立法变革

循环经济是对传统伦理观和发展观的重新审视。发展循环经济,需要对与"传统非持续发展模式"相适应的现行法律制度作全方位的变革;循环经济的生态本质反映在循环经济的立法变革上,就是要求在循环经济立法的理念上坚持和谐共生的自然观、敬畏生命的人生观和科学文明的发展观,在循环经济法律体系构建中,扩展循环经济法律关系的主体、权利内容和权利客体,以适应循环经济发展的需要,同时将生态化理念注入循环经济法律责任之中。

Circular Economy and Legislation Changes

Circular economy is a re-examination to traditional ethics and the concept of development.To develop circular economy,we need to make a comprehensive change to the current legal system in line with "traditional non-sustained development model".Beginning with the ecology ethics obeyed by the legislation of circular economy,this thesis states that circular economy legislation should stick to the outlook of harmonious co-existence between man and nature,the outlook of respecting life,and scientific concept of development.Then a further statement is made on how to penetrate the concept of ecologicalization into the subjects,the objects,the contents and the legal responsibilities in the course of constructing the legal systems of circular economy.
