城市化进程中的农民集中居住研究

农民集中居住的基础和动力是产业集聚,而人口集居促进了消费,带动了第三产业的发展,从而增强了产业发展的能力;农民集中居住,提高了城市化水平,节省了大量的宅基地和农村道路用地,提高了土地的集约利用,加快了土地向农业规模经营集中。城市化进程中农民集中居住的动因为:工业化、农业产业化、城市化和农民市民化;农民集中居住意愿表现为自发性意愿和政府推动后意愿,其意愿存在着推进因素和制约因素,也存在着一些政策性问题。政府应在建立健全集中居住后农民的社会保障机制,深化土地制度改革、挖掘各中心城镇的产业集聚功能、建立就业培训的长效机制、增加投入等方面采取切实的措施。

Industrialization, agriculture- industrialization, urbanization and farmer-citizens contribute to farmers' concentration residence. The farmers concentrate the housing either spontaneously or impelled by the government with the factor of advancement, restriction and some policy-type problems. The government should take the practical measures such as establishing farmer's social security mechanism, further deepening the land system reform, establishing long-term employment training mechanism, increasing investment, and so on.
