江苏弱势群体的构成及救助的政策建议

江苏省的弱势群体主要由城镇贫困人口、下岗失业人员、农民工等群体构成。多数农村贫困家庭的收入主要依靠种植和不稳定的工资收入,加之农村劳动力转移困难较大,农民增收缓慢。目前,弱势群体的贫困程度未见减轻。因此建设和谐社会,必须解决社会弱势群体问题。江苏省对弱势群体扶持政策主要有住房补贴政策、促进就业政策、教育均等政策和对高校贫困生资助政策等。结合江苏弱势群体构成及特点提出救助政策建议,对形成整合的弱势群体救助机制、稳定社会经济发展都具有重要的意义。
