| 摘 要： | 面对全球气候变暖和国际舆论的压力，中国政府如何恰当处理社会经济发展与低碳经济转型问题，已被世人所普遍关注。基于现实国情，中国低碳经济发展要进一步建立行之有效的政策规制；有针对性地调整能源结构和产业结构；正确引导消费观念和消费行为；同时积极谋求国际合作，探索与欧美等经济发达国家之间的对话合作机制。
