统筹城乡建设用地中的农民土地权益保障——以浙江省宁波市为例

摘    要:城镇建设用地增加与农村建设用地减少相挂钩是破解城市建设用地供给不足和农村建设用地闲置浪费双重矛盾的有效方式,也是优化土地资源配置的要求。在统筹城乡建设用地中,农民的土地权益容易受到侵害,需要通过提高集体建设用地指标交易费用、征地补偿费用以及征收集体建设用地流转累进税等方式建立土地收益分享机制,推动城乡统筹发展。

Abstract:To connect the increase of land for urban construction and reduction of rural construction land is the effective way to solve the undersupply of urban construction land and idleness of rural construction land,and the requirements of optimizing the allocation of land resources as well.The land rights of farmers will be vulnerable in the process of balancing the two.It is necessary to expedite the establishment of a land revenue-sharing mechanism by increasing transaction costs of the indicators of construction land,increasing the cost of land requisition compensation and levying a progressive tax for rural construction land transfer.
