| 摘 要： | 服务外包产业集群主要有＂自发形成＂、＂自下而上＂、＂自上而下＂三种形成方式,国内外的众多实践也证明了这些发展模式的可行性。宁波的服务外包产业在发展初期政府应结合自身的后发优势,重点采用＂自上而下＂的产业集群化实现路径,瞄准重点领域,聚焦重点区域,打造各具特色的服务外包产业园,并加强重点企业引入、外包人才储备、相应政策扶持、公共服务体系完善等方面工作,从产业集聚向产业集群方向发展,逐步走＂自下而上＂的发展道路。
