教育优先发展和教育投资比例──学习邓小平发展教育的战略思想

邓小平不仅从实现现代化的战略高度、从现代化－科学技术－教育这三者不可分割的联系中，阐述了教育的重要战略地位，而且在教育发展与经济发展的关系问题上，提出了教育先行和教育优先发展的重要思想。教育就是发展，是许多国家科技进步和经济发展的成功经验，也反映了各国现代化进程中的共同趋势。教育就是发展，要求教育投资的增长速度超过经济增长速度。早在１９８０年，邓小平就指出，必须解决国民经济内部比例失调问题，其中之一就是经济发展和教育、科技、文化、卫生发展的比例失调问题。

THE PRIORITY IN EDUCATIONAL DEVELOPMENT AND THE PROPORTION OF EDUCATIONAL INVESTMENT

Deng Xiaoping not merely expounds the important strategic place of education from the high strategic plane of modernization and from the perspective of the three inseprable interrelationships of modemization, science and technology and education, but also advances the important theory that education should go first and priority should be given to the educational development at the angle of the relationship between educational development and economic one. That priority should be given to the educational development is a successful experience many scientifically, technologically and economically advanced countries have received. It also shows the common tendency towards modernization which many countries have undergone. If priority goes first to educational development, the increase of educational investrnent should be more rapid than the development of economy. As early as 1980, Deng stressed that it was necessary to solve the inproportionate problems in the internal structure of national economy. One of such problems was that the development of education, science, culture and health did not keep pace with that of economy.
